Water resource planning is becoming increasingly important as water is limited in some areas of the world. Dams, reservoirs and water pipelines are critical components of many nations’ infrastructures. They ensure there is enough water to meet the variety of municipal, agricultural, industrial and recreational needs. In addition, desalination is an increasingly viable option for production of fresh water for a thirsty world, especially in arid regions. Dams and levees are also needed to protect against flooding in some areas.

In spite of the importance of these critical components of national infrastructure, their siting and operations are often controversial and subject to diverse assessments and conflicts over benefits and impacts.
