FHWA Public Involvement in NEPA and Transportation Decision Making. CDR developed and is delivering to state Departments of Transportation training programs in public involvement. This highly interactive course demonstrates public involvement techniques while providing instruction in key concepts related to an inclusive and proactive public involvement approach.
Air Force Base Conversion Agency. CDR Provided dispute resolution system design services for two pilot projects dealing with environmental and other issues at closing Air Force bases. In the California pilot, the goal is to resolve CERCLA ("Superfund") related environmental disputes between the Air Force and regulators. Ms. Ghais and CDR's Louise Smart conducted an in-depth assessment, convened a Design Group of representatives of each of the agencies, and worked with the Design Group to develop a dispute resolution system. Following the completion of the design, CDR Associates conducted workshops with a wide array of stakeholders to build skills and support for the system. They then helped initiate the use of the new system for two specific disputes. Finally, CDR completed an evaluation on the effectiveness of the system in these disputes and worked with the Design Group to adjust the system accordingly.
