Pennsylvania Department of Environmental Protection Acid Mine Drainage Abatement Plan Mediation, Pennsylvania. CDR was the mediator for a series of meetings between staff of the Pennsylvania Department of Environmental Protection, a private contractor, and the members of the Houtzdale Municipal Water Authority to develop a mutually acceptable abatement plan to address acid mine drainage from a coal mine that was adversely affecting a municipal water supply. To date, the parties have reached a provisional agreement that has been circulated to concerned groups for consideration and formal approval.
